When the subdivision was initially laid out for drainage, the surveyors did in fact map out the "lay of the land" to determine the most logical direction the water would flow in the event of heavy rains. The laws of gravity will not change, but can be severely restricted when the actual water path is over-burdened through mismanagement and or no maintenance over time.
The POA past and present who operate this subdivision, have not spent the time to gain the knowledge it takes to properly manage this core infrastructure. Standing water in a ditch indicate the flow of intention has been altered by shoulder erosion. Water permeates into the shoulder of the ditch causing rapid erosion.
Ditch maintenance will often include a proper ditch scavange. The ditches at this specific subdivision have had maintenance early on, but ditch maintenance was not continued and has never included a "scrape".
Culverts are also a source of poor drainage in this subdivision. Those installing culverts after someone purchases the lot from the developer place the culvert without consideration as to the elevation of the new culvert, which results in a "humped" drive entry which are visible throughout the subdivision.
Culvert renewal is also required to some degree where the orignal culvert was metal and has collapsed. Note the "scraping" technique on this and other ditches. We estimate the problem here was the "management" insisted the crew begin the work minutes before a big downpour.
This image depicts an essentially clean scraping of the ditch. However, due to the poor working conditions, rain and mud, the objective was not fully achieved as we see a "hump" between the driveways allowing the excess water to become trapped under the driveways and on either side.
This throw of ditch has yet to be scraped, and we can see the standing water. The water accumulates closer to the driveway culverts and this standing water contributes to slow drainage which produces channel wall collapse and moisture absorbtion that encroaches into the base of the roadway.
This image depicts a common occurance in this subdivision where the water does not reach the maiin drainage channel. This means the water will be absorbed into the surrounding dirt and not evacuated through the drainage pipes.
This image depicts a Gradall backhoe specifically set up to scavange ditches. The big scoop is built at certain specifications that allow a section of the target ditch to conform to a desired contour in one swift action.
